Last night there was an attack on the Serena hotel, which is generally considered to be the safest venue in Kabul. There are many foreigners and organizations staying there in advance of the upcoming elections, so it was a big target. Details arent known about how the enemy got inside. I *speculate* they must have had a person on the inside. The NDI compound is pretty far from the Serena, so everyone here is safe. However, NDI has been conducting a program separate from its normal activities, an election observation mission (EOM), to observe the elections on April 5. The people working on this program were staying at the Serena and unfortunately, one of them was killed. The EOM personnel are being evacuated to Turkey, where it is the intention of NDI to continue the mission remotely. NDI is currently reassessing the situation for the rest of the mission and the international personnel here (me). Im also making my own personal assessments.
