Long commissioners meeting today (`7 Hours) ... At the end of the day I think we can all agree that the glass is at least half empty. Approved a clarification to budget cuts.reduce department salary budget by 15% for ~ 6 pay periods (Sept 30, 2014). The percentage will not include elected officials salary as a total or as a cut. Financial Advisory Board suggests adding a human resources adviser to guild in this process. Many things to consider when cutting salaries or positions. There could be expenses after their salaries are deleted from the budget. Cant see that the clarification really changes the final outcome other than the department heads will I guess draw straws to see who goes. It seems that most all department heads are below budget and have been cutting / not replacing positions to lower expenses for some time know. Seen the consensus is that we are tasked to stay in budget but when they do or are even below they are still asked to cut salaries or positions. Might take a look at all those copiers as someone suggested. I just dont see that the budget has ever been adjusted to reflect the shortage of income into the county. I do not see that there is a Standard procedure to review and adjust the county budget, but perhaps I just havent asked the correct question/person. Today there didnt seem to be a hard number that needed to be cut, the consensus is its somewhere around $225K for 2014 and it would affect about 250 families. Perhaps we need a fundraiser to save jobs in Bowie County. * March 2014 10% cuts fell short by ~$84K, *Precinct 4 is $474K over budget on the purchase of road graders, remember McCoy sold them to make payroll late last year.... but we still didnt adjust the budget.....So we get to do it all again, more cuts this time jobs it seems. * Item 16 is approved ... it seem we now know we must have some way to save for a rainy day. * There were several reference to declaring a state of emergency... not sure what this declaration does if anything. *Our $5 million loan will be accounted for each Friday and include those items that have not cleared the bank * Commissioners to have report that outlines expenses /payables including those that are being held as well as those that are not yet billed. State Law requires that budget for 2015 be in by July 30. Its does seem clear that taxpayers will be seeing a significant tax increase in the taxes. about 30% (10 cents per hundred on the S&i and the 8% on the M&O side. Look forward to seeing several 2015 budgets from the members of the court. As Benjamin Franklin said before the American Revolution..... let us all hang together, else we all hang separately. As always these are my opinions/observations open to clarification on oversights and omissions from anyone.
