MID TERM REPORT ON THE ACTIVITIES OF THE MINISTRY OF HEALTH BY THE HON. ATTORNEY-GENERAL & COMMISSIONER FOR JUSTICE, C. A. AJUYAH, SAN PROTOCOL 1.00 INTRODUCTION Gentlemen of the press, I am delighted to welcome you to yet another press briefing session where activities and programmes of this administration through the Ministry of Justice, including achievements within the purview of our core mandate will be highlighted. Let me first and foremost express my heartfelt condolence to the National Council of the Nigerian Union of Journalists and by extension to the Delta State Council of the NUJ, on the tragic incidence that claimed the lives of three seasoned journalists who were involved in a ghastly motor accident on their way to Abuja to attend a delegate conference of the NUJ a few months ago. Their untimely death plunged the entire NUJ into mourning. I sympathize with their families and the entire members of the NUJ and I pray God to grant their souls eternal rest. Amen. 2.00 MY LAST REPORT In June, 2012 I had the privilege of presenting to Deltans through this August gathering my scorecard report from the 29th May, 2007 up to June, 2012. Although I had at various times expressed my gratitude to some of you for cooperating with the Government I wish to formally thank members of the Delta State Council of the NUJ for the effective publicity that was given to that event and other events in the Ministry of Justice. I trust you will continue to extend your usual co-operation to the Ministry of Justice. 3.00 THE MINISTRY OF JUSTICE The Ministry of Justice is a service oriented Ministry in outlook and in its responsibilities. As the Attorney-General and Commissioner for Justice, I am by virtue of Section 195 of the 1999 Constitution of the Federal Republic of Nigeria, the Chief Law Officer of the State Government. I work with other Officers in the Ministry in performing the statutory functions conferred on my office and the Ministry by Law. The functions of the Ministry include: (i) Legal advice to Government MDAs (ii) Drafting of Bills and Regulations – Setting the Legal framework for Government policies (iii) Handling of proceedings by or against Government in civil matters (iv) Criminal Prosecutions (v) Perform the functions of Administrator General and Public Trustee (vi) Law Report, Review, Research and Publication (vii) Drafting and or vetting of contractual Agreements and Memoranda of Understanding between Government and its contractors, other levels of Government and International Agencies and Multinational Corporations (viii) Non-Adversarial dispute Resolution through reconciliation, arbitration and mediation (ix) Promotion and Protection of Human Rights including the child’s right 4.00 THE MINISTRY OF JUSTICE AND THE 3 POINT AGENDA OF THE PRESENT ADMINISTRATION On assumption of office in May, 2007 His Excellency the Governor, Dr. Emmanuel Uduaghan CON, unveiled his road map towards achieving a sustainable economic and infrastructural development of the state as contained in his 3 Point Agenda of Peace and Security, Infrastructural Development and Human Capital Development. The Ministry of Justice plays significant roles by providing the Government with the needed legal framework and advice for achieving its programmes of Peace and Security, Human Capital Development and Infrastructural Development of the State. This is in addition to other Constitutional roles performed by my office. 5.00 DEPARTMENTS OF THE MINISTRY Having regards to the strategic needs of the State, the Ministry of Justice has been proactive and within the period under review it increased its functional departments from 12 to 13 as it found need to create the Department of Revenue Matters and has assigned 28 Legal Officers to 28 Ministries, Departments and Agencies as dedicated Legal Officers to the MDAs. The 13 Departments existing during the period under review are: i. Department of Public Prosecutions ii. Department of Civil Litigation iii. Department of Administrator –General and Public Trustee iv. Department of Legal Drafting
