MY UBC CHRONICLES MY GITARAMO WITH PROF. GILBERT B. BUKENYA By June 2011 investigations had commenced in full gear. Chris Katurama the board chair, Edward Musinguzi Mugasa and Patrick Rwera had been arrested in a nollywoodish style of operation as they showed up at PS Pius Bigirimanas (my cousin) office to hand over office following the Presidents directive to suspend the board. Patrick (the Finance Manager ) is one of the finest ACCAs this country has produced. I hired him after full consultations with the President ACCA Uganda. Being very young ( I was 28 turning 29) and at the helm of a blast furnance that UBC was (is?), I knew the odds I was up against. God has immensely blessed me ( for which i return and give praise Psalms 105:1-5) with the gift of family and friends who know people who know people. As such consultation was not a choice for me, it was the tool to deploy. In this regard my uncle Japheth Katto (CEO. CMA) a valuable pillar in my life had advised me never to compromise on the person to hire to head finance as this is the area that causes public officers trouble. Not only did I listen, I implemented - this decision was one of the wisest I made as I shall demonstrate later in these series. Kumbe, we supposed to be snooping on my convo with Bukenya? Prof. Bukenya had been charged on a separate matter by the IGG. this had set off a blend of dynamics that made the UBC thingi complex for the power (s?) behind Paul Kihika to race on against Bukenya following strong Ganda sentiment on the murky subject. Its amidst this that I contacted Prof. Bukenya for a face to face to to get my share of the 13 billion we are alleged to have siphoned out of UBC (whose account never exceeded 600 M - there is a plethora of audit reports to this effect!!!) . Prof. Bukenya was a student of my father in law and both worked at Kenyatta Hospital in the 70s. I attended school with his daughter and son in law. Going to see him was more like visiting family. An appointment was hurriedly arranged. On fine Saturday at Katomi Kingdom Hotel. I like to have witnesses to these intricate corridors of power , I asked my wife Dr. Mary Josephine Nabuuma Mbidde to join me and some other person I prefer to keep to myself. I arrived at Katomi shortly after 5 pm, in the private parking yard were mean rides Range Rover Vogues with vanity number plates - BALI 4, BM 48 LG, and others I cant recall. I later learnt BALI 4 was the professors and the other for some haulage mogul in town. There was loud music playing and crowds of people sauntering into the place. Irene Namubiru was one of the other special guests. I was ushered into the private residence of Bali 4. Dude lives like a Hollywood star. He was undergoing a massage as he puffed away at a cohibar cigar. After exchanging the usual pleasantries we were down to business. He blamed all his woes on Mr. Amama Mbabazi. He gave me details some of which I cant reproduce here, (owange - Ive interacted with exiled persons- I dont think I am prepared for it as yet!) . Bali 4 was very charitable to Museveni, even in his bitterness, he extolled Mr. Museveni s magnanimity though blaming him heavily for falling for machinations of the obvious names. However, the shocker was the mention of Prof. Nsibambi adversely. I am deeply aware of the law on civil defamation and will not delve into this. But mehn! Bali 4 was using expletives in the same breath as the name Prof. Nsibambi. He intimated to me that the good professor visited him at Luzira but he Bali 4 declined to see him. Dude was so bitter. Bali 4 explained in detail who Paul Kihika was and whose bidding he was doing. Paulo had worked for Kinkizi FM as station manager, according to Bali 4, he got his way into the civil service and was deployed as a Personal Assistant. When Bali 4 was appointed Minister for the Presidency, he was assigned Kihika as PA. Bali 4 sacked him soon after allegedly (according to Bali) for incompetence. Kahika was then redeployed as PA to Hope Ruhindi Mwesigye then Minister for Parliamentary Affairs aka Kisanja Affairs (not my words- attributed to Jacqueline Susan lol) . In 2005/06 Hope had sent Kihika and Dickens Kagarura to me for jobs at the UBC. I obviously didnt hire them, how I responded to this directive ... ..... in next episode!i
