Many of my Moscow friends live in Moscow for years without registration cause it is not so easy to get. But they actually risk being departed if police stop them and check their registration. I registered in my appartment yesterday just in 5 minutes through Internet: fil in the form, send three scans and you are officially utility payer. Before employer send info about my registration also through web (country wise registration, not city). No need to waste time going somewhere or sitting in line. I hope "fairly" elected mayor of Moscow implement this easy thing.
