Mayors agree more heavy equipment is needed to help keep each village livable for island residents--but some worry that a new set of backhoes and dumptrucks wouldnt be well managed or maintained. Bill 220, passed by lawmakers on Friday, would require the Mayors Council of Guam and the Guam Environmental Protection Agency to collaborate on developing an operational plan and would appropriate $2 million from the Recycling Revolving Fund to the council for heavy equipment that collects and disposes of recyclables, junk cars and other waste.
