Meeting over water supply issue Dear all Residents of Ward No 80 of Vasai-Virar Municipal Corporation, Even after more than sixty-five years of Independent India we all are struggling for basic requirement of water to live our life. This is an extremely shameful of being Independent Indian and we always keep blaming politicians for such worse condition of our Independent India. Though the elected political representatives and bureaucrats are prima facie responsible for the violations of our fundamental rights like right to water, we as the common citizens are empowered to fix their responsibility and bring them to the book for sever violations of our fundamental rights. Only thing required is that instead of just keep blaming politicians we must put some efforts to know something about our system we all are living in. We have wasted our energy enough doing protest, dharna, rastaroko and many other activities to ensure our smooth and sufficient water supply by respective government machineries. But unfortunately, all these efforts have gone waste and culprits of the sever violations of our fundamental right to water since last many year have gone scotte free. This time we will not waste our energy behind such out dated activities and we will take this issue up with the competent authorities to ensure our right to water and bring culprits to the book for violations of it in the past. Our Apex Court has always taken serious cognizance of fundamental right of citizen to water. It has issued strict guidelines over water supply and passed various rulings fixing prime responsibility of the water supply on the States and its Local Government Bodies. Our Apex Court has also recognized right to water as a right to life and included it in an Article 21 of our Constitution. Even on the international platform this right to water has been recognized and has given protection under human rights. To begin with this new strategy according to the policies and system in place for our right to water, we have sought certain information under Right to Information Act about water supply in our ward. The respective authorities have informed us on record that they are supplying 70 litres water per head per day. But the fact is we are not getting even 5 litres water per head per day. On the basis of theses information we compelled Mr. Patil an engineer from the water supply department to visit our ward few months back to check the factual position on the ground and fraud happening with our water wupply has been exposed. After that we have brought this fraud into the notice of water supply department Head Mr. Machewad and the Commissioner of Municipal Corporation. After taking serious cognizance of the issue Mr. Machewad has ordered to increase timing of water supply from 1.5 hours to 2.5 hours and have visited our ward on 24th January, 2014. He has done an assessment of the ward to make every possible arrangement for smooth and sufficient water in future as Guaranteed and protected by our Hon’ble Supreme Court under Article 21 of the Constitution of India for right to life with integrity. We also have sought the information under RTI about complaints made by us time to time about no water supply to our ward which has been left unresolved by the respective officers of the corporation. And Mr. Machewad has assured us to take strict and stringent action against all those respective officers who ignored our complaints and caused severe violation of our right to life helping tanker mafias to take out crores of rupees from our pocket. We need to unite and fight collectively for our fundamental rights with the help of policies and system in place for it, instead of making hue and cry everywhere. And hence, we have decided to meet on 2nd February, 2014 at our play ground in Dias and Pereira Nagar at 6.30 pm for further course of action. We also need to discuss about legitimacy of a letter from our Corporator Mr. Pravin Vartak about new water connections and charges towards it. Meanwhile, I request you all to not to proceed with any application for new water connection and payment of charges towards it and be present for the meeting as scheduled above.
