My unsolicited advice to VP Binay, for whatever it is worth: November 3, 2014 H.E. JEJOMAR BINAY Vice-President Republic of the Philippines Office of the Vice-President The Coconut Palace Cultural Center of the Philippines (CCP) Complex Reclamation Area, Roxas Boulevard, Pasay City Attn: Mr. Chito Borromeo Chief of Staff Dear Mr. Vice-President: Your Excellency: Following the figures from the Housing and Urban Development Coordinating Council (HUDCC) website paint the big gap in the government’s socialized housing program: The combined accomplishments of the Estrada and Arroyo administrations (1.24 million housing units) are just 33% of the total 3.75 million units needed as of present. Thus, there is a need for the government to take more actions to resolve the housing problem particularly for the urban poor sector that mostly composed of the intended beneficiaries. The lack of housing program activity even if there is a big demand for housing units indicates that the government alone cannot do this. According to Alagad Partylist there is a need for the private sector’s participation to increase the availability and affordability of units. Two basic problems being faced by the government in realizing a successful housing program are: 1.Availability of land – this can be resolved by allotting just 2% of the urban space particularly in highly urbanized areas like Metro Manila and Cebu; other land sources could be public land, idle land (foreclosed property), and unproductive land. 2.Money – both pertaining for development cost funding and housing units affordability, can be resolved by creating a cost recovery scheme (for funding) and stretching the number of years payment (for affordability). As we understood the problems of housing deficiency for the marginalized we also believe that the housing sector is very important in the economy because it is a key sector in the construction industry. If the housing sector is active, economy will be active because it will trigger the generation of affordable homelots where beneficiaries can build homes with no or little funds from the government. Security of tenure, thus, results to home improvement (repairs and maintenance, appliances purchase, etc.). The urban poor sector’s aspiration of a decent housing and livable condition lead to other factors like jobs and recreation. A housing program is fine if it is self-reliant but it needs government support. Approaches in housing programs could be public-led, public financed while developing more partnerships with banks and private business. Socialized housing program is mainly a responsibility of every Local Government Unit (LGU). The different housing schemes that can be and are being implemented are: resettlement projects, community mortgage program (CMP), LGU-NHA joint undertaking, low-cost housing, and medium-rise housing and/or rental housing. Cooperative housing, an alternative scheme, is still in its early stages. Available financial assistance for housing programs are available from government agencies and financial institutions. If these assistance can be tapped directly by the private sector, or much better by the community associations themselves, the government can be assured of a successful socialized housing program in the future. It is under this context that we present E-System, an innovative mobile home construction system with patented technology.
