NATURE OF INCIDENT: Poss of Drug Paraphernalia IRC NUMBER: 140149525 DATE: 07/21/14 TIME: 1300 LOCATION: Arch and Covell Streets PERSONS INVOLVED: FEDKENHEUER, Rochelle…32yoa…W/F…Harding INCIDENT DETAILS: While investigating an incident at Solomon Metal Recyclers, officers located the above individual while she was walking on the railroad tracks in the area of Arch and Covell Streets. Officers checked her for warrants and discovered an active warrant for her. A search incident to arrest revealed drug paraphernalia on her person. The paraphernalia discovered is used for the injection and inhalation of Heroine. She was transported to headquarters and charged.
