NEWS UPDATE AT 8AM WITH ORANGE Police has already deployed heavily ahead of Thursdays Luweero woman Member of Parliament by-election. Police says the move is aimed at starving off any possible chaos. According to savanna region spokesperson Lamech Kigozi, the force will deploy a police constable at each of the 375 polling station including non-uniformed officers in different sub-counties. The parliamentary committee on budget has asked the Uganda Communications Commission, Uganda Broadcasting Corporation, Ministry of Information and Communications Technology , and that of Information and National Guidance to urgently work together to fast track the process of analogue to digital migration warning that the country is at a risk of failing to meet the June 2015 deadline that was set by the International Telecommunications Union. The migration process is meant to improve broadcast quality and ease congestion, while freeing up more spectrum and infrastructure to improve and widen mobile coverage. Russias President Vladimir Putin has arrived in Shanghai ahead of a summit at which Russia and China are hoping to deepen ties.The two countries will make a substantial announcement and sign agreements. They are also expected to kick off a joint military exercise involving their navies. The summit comes as Russia and China face criticism over disputes in Ukraine and the South China Sea. Nearly 60 countries led by Switzerland have expressed support for a French proposal to produce Syria before the International Criminal Court (ICC).They are calling on the ICC to investigate possible crimes against humanity and war crimes.
