NGT wanting use of cars restricted in Delhi National Green Tribunal (NGT) has asked Delhi government to consider various steps like sharp increase in parking-fees, imposition of congestion-tax etc as an effective measure to restrict use of cars. Earlier a ban on use of 15-years old cars was imposed in capital city of India. Instead of imposing all such measures now after car-owners purchased cars which are after-thought penal-measures on people of Delhi, that too without providing any alternate solution of convenient travel. Metro-trains and buses are already running jam-packed, and auto-drivers usually decline to go by fare-meters. NGT should rather direct Delhi government to grant licenses for new auto-rickshaws immediately on demand without any number-restriction to create a competition amongst auto-drivers to carry passengers according to fare-meters. In case there may be a court-stay on grant of fresh licenses for new auto-rickshaws in Delhi, then NGT should become an intervener for requesting the concerned court for immediate vacating any such court-stay. However effective one-time measures need to be directed by NGT for discouraging purchase of new cars including steep excise-hike on new cars. Union government should be directed and/or recommended for levy of differential rates of ad-valorem excise-duty on cars according to their ex-factory price rather than according to their linear dimensions at a much-hiked rate of say 50-percent and 100-percent respectively. Since having a costly car has become a status-symbol rather than necessity, costlier cars should be taxed at double the excise-duty as compared to cars with less ex-factory price. Likewise diesel-cars should also have double excise-duty to prevent misuse of diesel-subsidy by elite rich. But such an increased excise-duty should be inclusive of all local and other taxes including VAT, road-tax, suggested congestion-tax etc which may be auto-transferred to accounts of respective states by Central government from the suggested increased excise-duty. Step will also lead towards a uniform price-system for commodities by having common rates of local taxes to be decided by convening meeting of finance-ministers of all states by Union Finance Minister. Increased excise-duty should also include toll-tax, which should be abolished. Toll-plazas cause unnecessary fuel-burnt and restricted movement of vehicles on newly developed roads killing the very purpose of fast traffic-movement for which these costly roads are developed.
