New blog post: SENIOR CONTRACTS ENGINEER - Universal Recruitment Directs and supervises the activities of a contracts unit involved in the development, preparation and issuance of tender documents and contracts of assigned division/ department within the Operation Function. Participates in the review of tendering/ contracting procedures, general terms and conditions, standard model contract document for the Operations Function consistent with the client’s policies and guidelines. Includes liaising with concerned Operations division/department, Legal and Contracts Department and Financial Control Division to complete these duties. Provides professional advise, expertise and practical assistance to the staff of designated division/department in contracting strategies, preparing scope of work, contractor pre qualification, completion of tender documents, bid evaluations, contract negotiation, finalizing contract documents, contract controls and contract administration. Participates in contractors’ pre qualification and the updating of contractors’ lists in conjunction with user departments. Monitors expenditure against assigned contracts to ensure adherence to the clients policies and standard procedures. Participates in the negotiation and investigation of contractual claims/disputes and recommends their optimum settlement approach. Scope: There are 5 Senior Contracts Engineers responsible for 280 contracts in the Operations Function with a total annual value of approximately US$ 900 million. 2. Duties Performed: a. Supervises the activities of assigned personnel in a contracts unit. Performs supervisory functions and exercises financial authority at the level established by management for the position. b. Provides professional advice to Senior Staff within Operations Function and user division/departments on defining and evaluating the need for contracting different activities; most cost effective contractual approach and price structure through analyses of market trends; optimum contracts’ negotiation strategies; potential contractual pitfalls and ensures inclusion of proper contractual terms and conditions to avoid them. Assists end users and participates in negotiating contact terms and conditions on their behalf to safeguard the client’s interests. Controls and monitors contracts of assigned divisions/department to ensure that the client’s interests are contractually safeguarded and fully protected at all times. Includes reviewing objectives, requirements and assessing priorities to ensure that conflicting demands and critical dates are met and fulfilled in the most efficient manner. Plans and develops tendering/contracts strategy for assigned divisions/ departments. d. Develops and updates tender and contracting documents to ensure that the client’s policies, procedures and instructions are incorporated in such documents including the preparation of tender / contract packages ensuring the adequacy of the individual components of the packages and that they are prepared to ensure integrity and continuity throughout contract life. Administers and monitors tender/contract review and approval cycles to ensure that the respective packages maintain and meet users requirements. e. Attends Tender Opening Committee meetings, collects priced bids on behalf of assigned divisions/departments and distributes to concerned parties for necessary action in a confidential manner. Coordinates functional review of completed tender documents and liaises with all parties concerned to ensure timely review and processing. f. Undertakes commercial evaluation of and ensures strict confidentiality. g. Prepare or supervises the preparation of contract documents ensuring proper coverage of all the terms and conditions agreed upon with contractors through either their bids and/or negotiation and coordinates their functional review by end users, h.
