The specialized group of UPDF soldiers came to be known as the Black Mambas after the March 1, 2007 siege of Kampala High court. The incident drew wide condemnation from human rights activists forcing government to disband the group. However, sources have intimated to radio buddu that following the West Gate terror attack, in which 70 people were killed and scores of others injured, CMI has decided to re-assemble the unit since the operatives are trained to handle situations such as the West Gate incident adding that, it would make sense to re-assemble the group because of the repeated terror warnings against Uganda. Members of the group are reportedly being summoned from the different units where they were deployed to assemble at the Directorate’s headquarters in Mbuya. When asked about the on-going exercise to re-assemble the Black Mamba squad, UPDF Spokesperson Lt Colonel Paddy Ankunda dismissed it as mere speculation. Govt has warned the youth to stop begging for money for living but should engage in income generating activities like agriculture that will boats their standard of living. Assistant Commissioner in charge of Youth Mondo Kyateka says most youth have ignore agriculture yet there are a number of Millionaires who have harvested money through Agriculture. This was revealed at a regional conference on agriculture in Kampala today Kampala Lord Mayor Erias Lukwago has attacked government for what he called messing up the construction of the new taxi park. Lukwago says when he conceived the idea of a better parking lot for taxis in the city, he wanted to put up a modern structure that would accommodate all those who park by the roadside. He says the streets in the city would be organized and traffic flow would be smooth. Lukwago however says as soon as he made his plans known, the government rushed to demolish the old facilities at the park and started constructing new ones. He says because they had not conceived the idea, they rushed to put up something that does not match the standards of a modern city. According to Lukwago, seven parking levels would have been constructed if they had followed what he had planned. He now says 7.5 billion shillings was wasted on substandard work that should have offered better value for that amount of money spent. Peter Kaujju, the Communications and Media Supervisor at KCCA, however, says it is premature to make such statements. Kaujju says according to the plans, the new taxi park will be a seven tier parking lot, but they have only started with the ground floor. the New Taxi Park officially resumed normal operations yesterday with apace of 350 commuter taxis from 600 which used to park in it. The redevelopment of the Park cost the city authority 6.3 billion billion shillings, according to KCCA executive director Jennifer Musisi. But Lukwago says the cost was 7.5 billion shillings. Some 9.3 million people in Syria - or about 40% of the population - now need outside assistance, UN humanitarian chief Valerie Amos has said. This figure has risen by 2.5m from the 6.8m total the UN gave in September. The Syria crisis continues to deteriorate rapidly and inexorably, Ms Amos told the UN Security Council. Meanwhile, UN-Arab League envoy Lakhdar Brahimi is due to hold talks with US and Russian diplomats aimed at paving the way for a Syria peace conference. In Geneva, Mr Brahimi will also meet representatives from the rest of the UN Security Council and Syrias neighbours ahead of the conference planned for later this month.
