Next session, two Florida Democrats are sponsoring a bill that would offer in-state #tuition rates to children of #immigrants, if they attended a Florida high school for three years and graduated. Now, Commissioner Juan C Zapata proposed the first version of the bill when he was a representative over a decade ago, and today, FIU is the only university doing it without State Support. Out-of-state tuition is three times higher than state rates and residency; if you are from another state or country takes one year. So the remaining policy question is: WHO is a Florida resident?
