On my previous posting, number of people responded both in agreement and disagreement. However, some people grossly misunderstood the issue and flatly rejected the gravity of the issue. A. Each nation has its law, and enforcement of such law is carried out by its employees. As such, the state employees are representatives of the people to protect their sovereignty. No state employees and political leaders can be permitted to remain in their offices without untainted allegegiance. Hence, this issue has nothing to do with NRN. Individual has freedom to migrate and even renounce citizenship. So anyone who intend to migrate have to resign from the post. This requirement is mandatory not only in all other countries. B. What about the issue of pension? This depends on discretion of the state, primarily the legislative body. If the state agrees to take the pension to the state of migration, it is ok. But this issue needs to be legally cleared. However, no individual who has given up the citizenship of Nepal can draw pension from the coffer of the state. The state has to make law immediately in this regard. C. Individuals who have been privileged to educate themselves with the state fund have to come back and work for the nation. If they dont want to do so, they have return the amount involved in the stipend. Otherwise, a state of discrimination will occur. Nepal is in transition, and people have been struggling hard to come out it. So citizens have to be conscious on these issues. Poor people in Nepal pay tax on their livelihood. A poor farmer pays tax on land which is subsistence means. Rich people in Nepal pay tax on that amount which is beyond basic needs. If some one is allowed to work with green card and after retirement only draws pension without loyalty to Nepal, this will create a serious discrimination among citizens. So parliament should make law immediately by protecting freedom to migrate and renounce allegegiance to Nepal. But the law should strictly prohibit those who have renounced allegiance to Nepal work in the government position. The government along with civil employees must immediately initiate probe of those leaders who are holding political position but in the meantime are holding green cards. But this law should create hindrance to go abroad and work with identity of Nepalese national.
