On the flight home today from Amsterdam, and as we passed into Washington Center, the copilot and I (and others in the area) monitored a fighter intercept of a General Aviation flight on the Guard frequency. The fighters attempted to communicate with the aircraft, telling him to climb and turn. The GA pilot was non-responsive to the commands. The GA flight (N930RH) entered the restricted W386 military ops area. The fighters kept telling the pilot to climb, but he continued to descend. It sounded as if the GA plane might have been a Cirrus aircraft as the fighters told the GA pilot to pull his parachute if able. The last transmission we heard was delivered to the GA plane as he passed through 100 feet. After that, there was a little concern from commercial pilots who heard it all. A sad day in aviation.
