One of the problems is that most of the shipwrecks off North Carolina are still undiscovered and of those already found, most remain unidentified. Divers who discover new wrecks may not initially realize they are diving on a formerly government owned ship covered by the new regulations. What happens then? Instead of being honored for their discovery, and being praised for reporting it, will they be arrested and subjected to the proposed $100,000 fine? The intent of the proposed law is to protect and save shipwrecks, but I say this law is screwed up and the law of untended consequences (which unfortunately rules) will mean fewer wrecks get reported and more will be looted.
