PERFORMANCE OF THE LGU OF PANGANIBAN DURING THE 1ST TERM ADMINISTRATION OF HON. MAYOR ROBERT A. FERNANDEZ On May 13, 2013 National and Local Election, It was the very first time in the political history of the municipality of Panganiban that an incumbent mayor who ran for his second term got no opponent. Political analysts say, it happened because of his incomparable performance leading to outstanding governance. Out of the very limited sources from the municipal development funds, he implemented several tangible projects funded by the local and external sources that really improved the municipality of Panganiban, to wit: 1. Installation of Additional Pipelines for Panganiban Municipal Level-III Potable Water System 2. Completion of Road Opening (Access Road to Landfill Site) 3. Construction of Ponds for Fish Breeding and Crab Grow-Out Industry 4. Rehabilitation and Improvement of Municipal Plaza Stage 5. Improvement of Municipal Plaza Flooring 5. Improvement of Farm to Market Road (Sam Miguel and Sara-Saraan Jctn. Road) 6. Rehabilitation of Mini-Wharf at Talahid 7. Establishment of Public Cemetery 8. Installation of Wi-Fi Internet Provider 9. Construction of Senior Citizens Building 10. Extensions and Improvement of Public Market 11. Construction of PUV Terminal 12. Acquisition of lot for: a. Municipal Fire Station b. Municipal Disaster Risk Reduction Management Office 13. Construction of Municipal Fire Station 14. Establishment of lot boundaries of Slaughterhouse 15. Construction of Holding Pen of Slaughterhouse 16. Fabrication and Installation of Information Stands 17. Fabrication and Installation of Steel Gate at Landfill Site 18. Rehabilitation and Improvement of Panganiban Health Office with BEMONC Facility 19. Rehabilitation and Improvement of Cabuyoan Water System (SALINTUBIG Program) 20. Construction of Poblacion Drainage System 21. Concreting of Farm to Market Road (San Miguel and Sara-Saraan Jctn. Road to Tramline) 22. Construction of River Control at Kanparel Area 23. Rehabilitation/Reconstruction/Strenghtening of Kanparel Bridg 24. Road Opening (Taopon to Tamahoyan Farm to Market Road) 25. Road Opening (Taopon to Enacban Farm to market Road) With the foregoing tangible projects, the accumulated amount of P 62.5 M was funded thereon by external sources that were solicited from the local and national agencies. A 5th class municipality like Panganiban could not implement those projects if we would just rely on our own resources. The good thing here is, the Sangguniang Bayan supports all the agenda of the Local Chief Executive. Perhaps, its unity and perseverance so with the great influence of the Local Chief Executive to the staffs and officials concerned of these agencies are the keys to attain these priority development assistance funds for this LGU. There were also several intangible projects attained and implemented by this LGU through the concerted efforts of the executive and legislative bodies, to wit: 1. Revenue Code 2. Executive and Legislative Agenda (2011-2013) 3. 10-Year Solid Waste Management Plan 4. Business One Stop Shop Implementation 5. Approved MOA between CSU, Panganiban Campus and LGU Panganiban for the land area of 1,297.38 sq. m. granted to LGU Panganiban for the Development of Municipal Material Recovery Facility and its components 6. e-Tracking System of Assessor’s Office and MTO LGU Panganiban received several awards and commendations, to wit: 1. 1st in rank in 2013 Revenue Collection 2. 2nd place in the 2012 Provincial Legislative Performance Evaluation 3. !st place in 2012 Gov. Joseph C. Cua Dangal ng Kalikasan Award 4. Silver Award from Seal of Good Housekeeping The priority concerns of the Local Chief Executive in his first term that would rather be continued in his 2nd term for development, implementation, and operation have the following acronym: R - Redressing and Revitalizing Performance for Good Governance It encompasses all aspects of governance in the Local Government Unit operations and management such as but not limited to transparency, accountability and high performance in Local Governance. O - One Town One Product Project Development and implementation Mud Crab Industry (Crab Grow-Out Development and Implementation) B - Balanced Delivery of Basic Social and Health Services Completion of Panganiban Water Supply System Project, Scholarship Program, Establishment of Civil Cemetery Settlement of Land Disputes between adjoining municipalities, Delivery of Basic Social and Health Services Rehabilitation and Improvement of Municipal Plaza, and Improvement of Multi-Purpose Building. E - Environmental Management Completion of upgraded dumpsite, Water Shed Management Program, Completion of River Control and Drainage System Project, Improvement of Slaughterhouse. R - Risk Reduction Management and Climate Change Adaptation Establishment of Municipal Fire Station and Risk Reduction Management Program. T - Transportation and Communication and Tourist Destination Development Construction of Municipal Transport Terminal, Establishment of Municipal Wi-Fi Internet Service, Development of Tourist Destination. The average of Fair ratings of LGU Panganiban in the 2011-2013 State of Local Governance Reports shows the LGU’s improvement in Performance for a Good Governance. Gradually, the intangible priority projects which required in the LGPMS are attained, because the officials and employees of this Local Government Unit are now aware on Good Governance and conferment of the Seal of Good Housekeeping. We are still working out to make Panganiban as the Crab Capital of the Bicol Region or throughout the country. We submitted a project proposal to the concerned agency for funding purposes. We declared this as one of our Investment Priority Areas. Panganiban has 37 fishponds with a total land area of 200 has. We proposed 10 of these fishponds shall be used for Crab Grow-Out Industry as pilot OTOP Projects. We declared a Crab Sanctuary from Bangkerohan Bridge 200 m downstream and 200 m upstream. The Panganiban Level-III Potable Water Supply System is now operating and serving 11 urban barangays and 5 adjacent inland barangays. The Salintubig Program of the DILG and DOH was implemented in barangay Cabuyoan and is now operating and serving all its households through Level-II Potable Water System which is convertible to Level-III Potable Water System. The Scholarship Program is a continuing program of the LGU Panganiban and Provincial Government. There is now a established Civil or Public Cemetery that caters the different religions in the municipalities of Panganiban, Viga, and Bagamanoc. The provincial government has furnished LGU Panganiban a copy of Resolution by the Sangguniang Panlalawigan stating the decision on boundary disputes between the municipalities of Viga, Panganiban, and Bagamanoc. The Panganiban Health Office with BEMONC Facility is now operational. The Multi-Purpose Building is improved for Evacuation Center, Sports Facility, Function Room, and Recreational Area. The Sanitary Landfill Site is now 3 years in operation. We still continue to improve it. We provided a security steel gate and perimeter fence. We are planning to procure a back hoe for soil covering on the disposed wastes. We have an approved MOA between the CSU Management and LGU Panganiban for the Development of MRF and its components in the CSU, Panganiban Campus, CAIC Compound. The Construction of the Drainage System in the poblacion area is on-going so with the River Control Construction in Kanparel area. We submitted already the Project Proposal to the concerned agency for the Construction of River Control from Kan Baragon to Kan Ki Rabel and Improvement of Seruma Creek as the mother draining water of the poblacion area. We started to improve the Slaughterhouse for constructing the holding pen and establishing its lot boundaries. The Municipal Fire Station was provided by acquiring lot first within the Panganiban Square, and it was funded out of the 20% Development Fund. The LCE appointed our Municipal Risk Reduction Management Officer and created the Municipal Risk Reduction Management Council to formulate and implement the MDRRM Programs. We have already a lot and funds for the Construction of MDRRM Office to be implemented in the 1st quarter of the coming year. The Municipal Public Utility Vehicle Terminal was constructed through the financial assistance from the Provincial Government and PDAF of Congressman Sarmiento so with the Municipal 20% Development Funds. Its operation was started on March 23, 2013. The Municipal Wi-Fi internet provider was installed in CY 2010. it serves all the municipal departments and the WI-FI Zone within the municipal plaza area from 6:00 P.M.-5:00 A.M. We submitted already the project proposal for the Development of Pinaglabanan Theme Park to the Department of Tourism and other agencies concerned. This is our investment priority area since this is the most strategic potential tourist destination in Panganiban. In the next three years, if the priority programs, projects, and activities stipulated in this Executive and Legislative Agenda would materialize, Panganiban will be included in the list of municipalities in the country that considered the better places to live. Hopefully, all the project proposals which submitted to the different agencies concerned for funding would be given attention to attain our vision and mission for our one term as public servants. The combined 20% Development Fund of this Local Government Unit and the 70% of the Calamity Fund would not suffice to implement all the proposed programs, projects, and activities stipulated herein. So, the Executive and Legislative Bodies should work hand in hand to realize their one package plan for three years. MESSAGE The priority programs, projects and activities stipulated in the Executive and Legislative Agenda would materialize through the concerted efforts of the executive and legislative bodies. The unity of these two bodies would lead to a higher degree of development in the municipality of Panganiban as we envisioned for three years delivery of basic services. As public servants, we are delighted of having this tool for community development. Its formulation was participated by the ELA Team, Municipal Development Council, and stakeholders. They considered everything about development even the period of implementation could be more than three years. However, there are several projects that included in the identified priority projects to be funded by external sources. We really need to exert great efforts to source out funds for those projects. PANGANIBANONS ARE LONGED TO REALIZE OUR VISION. SO, LET’S WORK HAND IN HAND TO ATTAIN IT!
