PUBLIC DISTRUST Monterey Countys idea that performance evaluations allow county government to explore public policy in secret has certainly created public distrust. That inevitably extends to the investigation requested from the county district attorney. Although the DA is elected by voters, his budget is controlled by the Board of Supervisors he is supposed to investigate. Theres no way his office will be seen as unbiased. Attorney Bill Hood presented a Soapbox commentary on this topic in the January 29, 2014, Monterey Herald at the link below. He said, These issues are engendering a high level of public distrust that is casting grave doubts on the general credibility of the county. ... any investigation must ... satisfy the public’s perception of complete independence, free from bias of any kind. As a result, the Monterey County District Attorney’s Office should not conduct the investigation. Instead, I ask that he immediately file a request with a colleague from another county who has no ties of any kind to Monterey County to conduct the investigation.
