Phones and Voicemail for Certain City Facilities Will Be Temporarily Unavailable 9-1-1 emergency phone service will not be impacted. The City of Jacksonville is conducting electrical maintenance that will disrupt telephone and voicemail service at certain city government facilities from Friday, July 19, at 6:30 p.m. through Saturday, July 20, at 2 p.m. Phone service outages will occur outside the operating hours for most of the impacted offices and facilities. Facilities open during the maintenance period that will be without phone service include the Main Library, University Park Branch Library and the Jacksonville Children’s Commission offices.
