Be aware of pending changes to live pet-type animal imports to Germany from August. Germany is set to introduce tough new licensing aimed at controlling the numbers of rescue dogs and cats entering the country by air, road and sea. Authorities there are indicating the move is a result of a rise in illegal imports, including puppy farming and increasing abuse of the Pet Travel Scheme by rescue organisations. The new rules apply to importers, but transporters that supply them need to be aware of the changes in case they are challenged by police or animal welfare inspectors by the roadside. We understand that from 1 August 2014 importers including temporary fosterers will have to obtain a license from their local town hall giving them permission to undertake any re-homing activity. Evidence must be provided as to where the animals are coming from, where they will be kept, and what arrangements are in place for transport, home checks and aftercare. With such a system in place, Germany has the potential to shut down future imports of re-home animals if it sees fit. The country’s own dog pounds are generally considered to be just as over-filled as those of any other EU nation.
