Please join us on Oct 8 - Fragile States, Global Consequences: A Cases Study of the Democratic Republic of the Congo. On October 8th from 5:30 to 7:30 PM at the WJCT studios, the World Affairs Council of Jacksonville will be hosting its inaugural Great Decisions Kick-Off Dinner & Dialogue. This interactive group experience was added to the Great Decisions program based on feedback from participating teachers and students. It will foster dialogue among students from different schools and set the stage for the annual International Crisis Management Exercise. This year, the program will focus on Fragile States, Global Consequences: A Cases Study of the Democratic Republic of the Congo (DRC). Conflict, weak governance, state failure, economic challenges — the DRC is representative. Interests, actors, and causes are intertwined in a complex web. It is hard to say where one factor stops playing a role and another starts. Therefore, our Great Decisions participants are tasked to conduct a stakeholder analysis for the DRC, identifying key players and interests that should be taken into account when drafting and implementing foreign policy. The tentative program schedule is as follows: 5:15- 5:30 PM Students arrive at WJCT 5:30- 6:00 PM Dinner & ice breaker to encourage discussion amongst students 6:00- 6:20 PM A brief introduction and a video on the situation in the DRC 6:20- 6:40 PM The speaker panel will offer insights and food for thought 6:40- 7:10 PM Stakeholder analysis & recommendations on U.S. involvement 7:10- 7:30 PM Discussion of students’ findings and closing remarks Background information and materials provided: The students will watch a brief video (approx. 5 minutes) and review handouts on DRC as an example of a fragile state (materials published by The Stanley Foundation.) Harry Ulrich (USN Ret) • Refugee from DRC (contact through Catholic Charities – no name confirmed) • Moderator: TBD Stakeholder analysis & recommendations on U.S. involvement Students will conduct a stakeholder analysis which entails identifying key interests and players involved in ongoing turmoil in the DRC and placing them in a Venn-Diagram. The three spheres of the diagram will be labelled government, ethnic, and economic. (Spencer prepared a sample, please see sample attached) Students are not only tasked to identify and categorize stakeholders in their respective sphere(s), but must also consider the goals and objectives of each stakeholder and how they interact or conflict with each other. Given the multifaceted interests to be considered, it is anticipated that each group of students will produce a different diagram with different reasons behind the placement of some stakeholders. After identifying the stakeholders, students must ascertain what U.S. interests in the region are and then recommend any future course of action they believe the U.S. should undertake. worldaffairscounciljax.org
