Press Release: Mayor Rob Duncan is pleased to announce the promotion of Wally Ritchie to the position of Superintendent of the General Services Department for the City of Norwalk. Mr. Ritchie succeeds Richard Moore, who retired at the end of November. A Norwalk graduate, Mr. Ritchie has served the City for 23 years in various capacities beginning as a part-time laborer to his most recent position as Maintenance Specialist. He begins his official duties on January 1st. Mr. Ritchie will work directly under Public Works Director Josh Snyder. “General Services was established in 2013 to combine manpower and equipment of various departments performing similar types of work. By combining the labor forces there is the ability to ramp up manpower to address emergencies and accomplish larger projects in less time than in the past,” explained Mr. Snyder. “With his already-proven leadership skills, Wally has the tools to spearhead the development of the department into the most efficient, responsive, and detail oriented department in the City.” Parks & Recreation Superintendent Joe Lindenberger praised Mr. Ritchie’s dedication to the City, “Wally has been a dedicated employee to the City of Norwalk for over 20 years. He is the hardest worker I have ever met. He has donated countless hours to the City over many years.” Mayor Duncan is excited about the changes Mr. Ritchie will bring to the Department, “When Dick Moore retired, he took with him years of knowledge and experience. The City is fortunate that Wally is able to pick up where Dick left off, overseeing a department that is crucial to the well-being of the city’s infrastructure. With his background in parks and park construction, Wally was an obvious choice to supervise the department responsible for roadway, bridge, park, storm water, sanitary sewer line and water line maintenance.”
