He can do it. #2. No comments as policy parameters not divulged. #3. Prime Minister can send a minister home, Correct. But can a minister send secretary home on non performance, No. It is unfair with ministers to hang a sword of dismissal on their head without redefining their role viz a viz secretary/PAO.
