A.R.TALWAR IAS, PSTE&IT, PUNJAB GOVT.(SENT ALSO BY REGISTERED POST) 2. SH. B. PURUSHARTHA IAS, DTE&IT, PUNJAB GOVT.(SENT ALSO BY REGISTERED POST) 3. S. MOHANBIR SINGH, ADDITIONAL DIRECTOR, TECHNICAL EDUCATION, PUNJAB. Yesterday, the 11, June, 2013, I received a letter No: 579/Est/ dated 28/5/13, which is a copy of the letter of S. Mohanbir Singh, Additional Director Technical Education, Punjab, to the Principal Secretary, Technical Education & Industrial Training, Punjab, endorsed to me for information. In this letter, he has provided information to me, that, he has repeatedly written, vide his letters, No: 1134 dated 12/9/12, No: 1240 dated 18/10/12, No: 380 dated 15/4/13 & No: 526 dated14/5/13, reminding the PSTE&IT, to issue directions for the grant of DACP to me. I herewith request all three officers named above to kindly answer the questionnaire below:- 1. S. Mohanbir Singh, Additional Director, you sought directions from the Government, for the grant of DACP to me, but why did you not seek similar directions for the two VIP ladies, Smt. Rajkumari & Smt. Monica Bansal, who also belong to Jalandhar Cadre as myself & were granted the pay scale 2200-4000, by the same amendment to 3rd pay commission notification from2100-3700, from the date of joining as Lecturer, through PPSC as myself(S.S.PURI) & which is the condition of eligibility for grant of DACP? 2. Your letter with me, shows that, after your reminder to the government No: 380 dated 18/10/12, your next reminder was dated 15/4/13. Please explain this huge gap of almost six months between the reminder dated 18/10/12 & 15/4/13 to the government? What signal you wanted to give me, please decipher it yourself? 2. The Principal, GPCG Jalandhar sent my DACP case to you, vide his endorsement No: 3265 dated 24/7/12. S. Mohanbir Singh, Additional Director, you sought," directions" (Agvai) from the government, vide your letter No:1134, dated 12/9/12. What were you waiting, for, almost, for 1&1/2 months, after which you picked me up for this purpose (seeking directions, ["agvai" in Punjabi ], from the government, ignoring the fact, that, I had already brought to your notice, through, registered letters, that, you have already granted DACP to Smt. Raj Kumari & Smt. Monica Bansal, whose cases are exactly similar to mine? 3. Sh. A.R. Talwar IAS, PSTE&IT & Sh. B. Purushartha IAS, DTE& IT, you both were informed of all developments in my case & the harassment of this pensioner, through registered letters sent to you by name. Please explain total silence by both of you & no effort whatsoever to grant justice to this pensioner? 4. I brought to the notice of Sh. A.R.Talwar IAS, that his superintendent & dealing assistant have misguided him, if my case has been referred to the personal department for directions. I would like to know the reason for his silence? 5.Are you not trying to harass me & withhold the benefit of DACP by playing the game of chess, of, seeking, "directions"? The DTE&IT office seeks directions from the Principal Secretary, Technical Education & Industrial Training, who further seeks directions (unconfirmed) from the Personal Department. Are you not, powerful, IAS officers, vested with huge powers & if you so desire, the directions sought by you can be obtained in minutes.? It appears your majesties only desire to harass this pensioner & with- hold the benefit of DACP from him. 225317 people saw this post
