REPUBLIC OF BOTSWANA VACANCY CIRCULAR NO. 10 OF 2014 05th December 2014 REF NO: 0P/7/72/10 XI (26) The Office of the President invites applications from qualified citizens of Botswana to fill the following vacancies (continued); ASSISTANT COORDINATOR (REFORMS) SALARY SCALE: E1 (P349,704 – P363,840) per annum LEAVE: 30 working days per annum BENEFITS: (i) Optional contributory Medical Aid Scheme (Government pays 50% and the employee 50%). (ii) Contract of 24 months with gratuity at the rate of 25% payable upon expiry of the contract. QUALIFICATIONS:: To be considered for appointment to this position, candidates must have at least a Bachelors Degree in Social Sciences or equivalent. EXPERIENCE: At least fourteen (14) years relevant post qualification experience, two (2) of which should have been at Deputy Director (E2) level in the public sector or its equivalent in the parastatal/ private sector. MAIN PURPOSE OF THE JOB To keep updated, implement and monitor the overall reform coordination conceptual framework and programming framework for the implementation of Public Sector Reforms in Ministries and Independent Departments. To liaise with key national stakeholders (NSO, TWGs, MFDP, DPSM, MoLGRD) and advise PSP on national prioritization and sequencing of public sector reforms. KEY PERFORMANCE AREAS • Provides technical guidance in the development, implementation & monitoring of Public Sector Reforms Coordinating Framework. • Provides technical guidance in the programming, implementation, monitoring and evaluation of Public Sector Reforms. • Analysis of Policies, Government Strategies and high level meetings with a view to share a better and informed understanding of Reforms and their alignment to national priorities. • Undertakes situational analysis of reforms initiatives implemented in ministries/departments. • Keep updated & monitor the implementation of the reforms coordination conceptual Framework (RCCF). • Design a PSR knowledge and information management systems including documentation of all Public Sector Reforms information. • Facilitates engagement and co-creation on issues from HLCC, PIC-force and RDC etc to bring synergy and alignment of reforms to national priorities. • Ensure a comprehensive design and alignment of reforms with government strategy (incl.guidelines, stakeholder’s consultation process, regular review, evaluation. • Provides support to the Ministries on strategy and performance management issues. • Evaluates the impact of implemented reforms. • Design reforms advocacy programmes to instill mindset change & productive work ethics. • Prepares budget for the Unit. • Coaches, mentors and monitors performance of supervises.
