RESUMPTION OF DONOR SUPPORT One key challenge for the DPP Government will be convincing donors to resume 40% budgetary support. A BBC report this afternoon suggests the level of risk is too high. Therefore, what this new DPP led Government needs to do is: 1. Expedite Cashgate investigations with an initial release of the draft report 2. Institute Public Finance Management Reform with donor support and technical advisory Input 3. MGDS III must place emphasis on reforms 4. Empower the ACB without undue political interference 5. Prioritise the role of MRA, which in my view, raises a substantial amount that can lead to a significant reduction on donor dependency on budgetary support to at least 25%. There is need to act on the dismal performance of parastatals whose turnover is virtually non existence. To agree with Mark Katsonga-Phiri, the whole reasoning behind Account Number 1 is beyond me. Its existence reinforces the lack of accountability in wasteful government expenditure! 6. Reignite the ZERO DEFEAT BUDGET, a brainchild of the DPP by incorporating it into the legal framework with a correspondent strategy spread out over the next twenty years!
