Reed Chambers II: I would like to save a quantum of federal budget dollars clipping Barack H. Obamas International travel wings by providing a disincentive to leave the country through an amendment to the Federal Law of Succession, to impose an extraterritorial legal disability to perform the powers and duties of President of the United States, when a US President travels abroad, that upon leaving the territorial jurisdiction of the United States, or when the President shall enter into International waters or International airspace, or be in any foreign nation, or on the premises of the compound of any International Organization, including but not limited to the United Nations, The powers and duties of the President of the United States, by reason of the extraterritorial legal disability as is defined in, and in conformity with, the provisions of the Law of Succession, shall by operation of law devolve upon an Acting President of the United States, which person shall be those public officials in their order of succession to the Presidency who are described by law within the Act of Succession, starting with the Vice President, Speaker if the United States House of Representatives, President Pro Tempore of the United States Senate, and thereafter such Acting Presidency shall devolve upon the members of the presidential cabinet on the order that congress created their cabinet departments. This provision is parallel to the usual and customary transfers of executive powers from a state governor to the Lieutenant Governor, whenever the Governor leaves the state. This proposal also solves problems relating to a potential abduction of the President during any foreign travels, as was seen in the major motion picture, AIR FORCE ONE, and solves the question of the validity of any coerced Orders of a hostage President that are intended while the President is acting under the legal undue influence of a personal survival or physical and/or emotional torture, giving rise to a clear and present conflict of interest, to subvert American Public Policy, compromise the nations military effectiveness or response to any crisis or attack, to effect the release of any detained terrorist or Federal prisoner under color of a presidential commutation, amnesty, or pardon of any penal offense that may be fraudulently obtained under duress, attempt to ransom the person of any hostage American president, or to extort from any hostage US President Orders to permit free passage of contraband, controlled substance, the valuable contents of the US Mint, US Treasury, or Federal Reserve Bank vault, or any nuclear weapon(s), or coerced presidential directive to launch an unprovoked military attack on Israel, or any third party nation, upon the pain of death or great bodily harm of any hostage US President, at the hands of terrorists, or enemies, foreign or domestic. Accordingly, sound public policy requires that the check nd balance against any such instances or like it similar occurrences, is for the law to prescribe as an imposed extraterritorial legal disability, the transfer of all presidential powers to an Acting president, whenever the president shall leave the territorial boundaries of the United States, as a prudent measure to preserve, protect, and defend the Constitution of the United States and also the peace and dignity if the United States if America, by insuring that the US Presidency at all tines remains safe and sound on American soil. https://facebook/reed.chambers.II?fref=nf
