SITUATION REPORT on Friday, July 19th 2013 The high-level political committee has formed an eight-member committee to resolve the complications facing in Constituency Delineation Commission (CDC). 33 fringe parties led by CPN-Maoist chairman Mohan Baidhya who have been opposing for the upcoming Constituent Assembly (CA) election have finally agreed to sit for a talks with High Level Political Committee (HLPC) without condition. Extended plenum meeting of UCPN-Maoist is conducting at Khanna Garment in Lalitpur today, 1pm for further internal discussion. Government had officially announced to eliminate Kamalaris (girl-bonded-labour) practice and also warned to take strong action to those who hire girls as Kamlaris. Schools and markets are closed in Dhangadhi bazaar, Kailali district today 19th July. Dhangadhi airport is closed due to adverse weather. Phaplu and Kangel airports in Solukhumbu district are not in operation due to maintenance work. Similalry, Thamkharka and Manamaya Khanidada airport in Khotang district have been halted for three month period due to maintenance work. INFRASTRUCTURE OBSTRUCTIONS Tulsipur-Salyan road obstruction is reported at Aringale due to landslide. Khodpe-Bajhang road obstruction is reported at Deulekh and at Narigauda Khola near Rayal VDC of Bajhang due to landslide. Sanfebagar-Bajura road obstruction at Barju Khola of Bajura district along the Sanfebagar - Martadi road sector due to flooded river following rainfall since 18th June 2013. Satabajh-Darchula road obstructions have been reported in various places of Darchula district due to landslides and flood. Surkhet-Kalikot-Jumla (Karnali Highway) is in poor condition due to rainfall and landslide at Padamghat. ONGOING and UPCOMING Araniko Struggle Committee has warmed for Bhaktapur, Kavre and Sindhupalchowk districts bandh from 20th July if government not provides compensation for demolishing their houses during road explanation. Janatantrik Madhesh Mukti Morcha (JTMM)–Rajan Mukti group formed after uniting a dozen armed groups had released on 14 July to obstruct upcoming CA election, and threatened leaders of seven Madhes based parties including Upendra Yadav, Rajendra Mahato, Bijaya Gachhadar, Mahanta Thakur, Raj Kishowr Raya Yadav and Anil Jha blaming them as opportunist leaders. It has announced following protest programs : 21st July, programme publicity; burning Interim constitution; 25th July, physical action to the staff of various offices in Madhesh 20th July – 16th August, torch rally with firing 2nd-3rd August - Torch rally with firing in the district headquarter of Terai districts 4th August, Madhesh Bandh ADVICE All are advice to check situation from Bhaktapur to Sindhupalchowk section Araniko highway tomorrow morning before making plan to drive though.
