Section-6 (2) (d & e) of the DM Act mandates to prepare Guidelines on the basis of which Plans will be made by the Ministries/Departments of the Government of India and the States. Section-6(2)(f) mandates NDMA to coordinate the enforcement and implementation of the policy and plan of Disaster Management. 2. NDMA has issued 17 Guidelines, many of which are hazard specific and some of them deal with cross-cutting issues. To formulate these guidelines an inclusive, participatory and consultative process with representatives from the Ministries/ Departments of Govt. of India, States, S&T and Academic Institutions, Experts, NGOs and Public Representatives had been followed. 3. For the first time, ever since its inception, more importantly after the preparation of guidelines & the policy, review of 13 Departments had been done by Secretary, NDMA. Further review meetings were held in NDMA from 26th to 27th August, 2014 in which the following 12 Departments were called:- (i) Deptt. of Agricultural Research & Education (ii) Indian Council of Agricultural Research (iii) Deptt. of Fertilizers (iv) Min. of Panchayati Raj (v) Deptt. of Land Resources (vi) Deptt. of Rural Development (vii) Min. of Telecommunications (viii) Deptt. of Earth Sciences (ix) Indian Meteorological Deptt. (x) Deptt. of Space (xi) Min. of Civil Aviation (xii) Deptt. of Atomic Energy 4. A detailed review of the Departments was done regarding:- i. Compliance with NDMA Guidelines ii. Enforcement & Implementation of National Policy iii. Review of National Projects – their compliance with DRR Objectives. iv. Contingency Plan/Response Plan of the Ministry v. Preparation status of the D.M. Plan of the departments. The gaps as well as shortfall in their compliance were pointed out. A review of Forecasting and Early Warning capacity was done for IMD, Deptt. of Earth Sciences, CWC & Deptt. of Space. The Departments are advised to send a write up on incorporation of Disaster Risk Reduction object, mitigation measures in the National Projects. 5. The Departments have been asked to start preparing their Disaster Plan which is a statutory requirement and which would have a multi-dimensional strategy and would focus on:- (a) Pre-disaster Phase: (i) Prevention (ii) Mitigation (iii) Preparedness (iv) Capacity Building (v) Community based Disaster Management (including Public Awareness) (b) Post-disaster Phase: (i) Prompt & Efficient Response – Proactive (ii) Reconstruction & Recovery (Building back better) They were told to start preparing their DM Plan based on the Draft National Disaster Management Plan which is available on our web-page. 6.
