Why not seek justice for the people that actually cause the harm instead of EVERYONE? Most of whom just want to be left alone by the circus we call a government. Apparently Pasadena lacks the resources necessary to deal with the problem, so you want to make more laws that cannot be enforced. This destroys the credibility of our justice system and drives otherwise law-abiding people into lives of crime. This is just knee-jerk and stupid!
