Since there are definite disagreements in the various scientific fields regarding the correct usage of the term civilization, regardless, here are at least four PRE-SUMERIAN (or concurrent) settlements/areas that have been deemed as civilizations: Harappan Catal Huyuk Gobekli Tepe Nevale Çori Granted these are still undergoing excavations and testing, but initial studies have shown these to be indeed older civilizations than Sumer.
