Job Summary: Procurement Coordinator will ensure quality goods and services are delivered in a timely, cost effective manner to AAH SS Projects and take an active lead in co-ordinating and communicating with AAH SS supply chain; H\she will supports AAH South Sudan Country Programme by establishing, tracking and reporting of benefits and key internal and supplier performance metrics; manages work efforts across planning, strategic sourcing, categories management, including internal customer alignment and satisfaction, supplier relationship management, contract management, risk management, project management and human resource management. Duties & Responsibilities 1. To set an appropriate standard of operations for Procurement and ensuring the whole Procurement team meets these standards. 2. Ensure quality goods and services are delivered in a timely, cost effective manner to AAH SS Projects. 3. Oversee procurement as an end-to-end service to Programmes. 4. Manage and maintain the procurement budgeting and reporting, through continuous procurement performance improvement, monitoring of procurement progress reports and managing reporting framework for internal and supplier performance. 5. Define Key Performance Indicators (KPIs) in procurement; track & keep KPIs on target levels and report KPIs to Country Director through Administration Manager on a monthly basis. 6. Consolidate procurement plans for AAH South Sudan Programmes/Projects; participate in the development of implementation plan for procurement activities; communicate plan to relevant stakeholders; undertake all required changes to plan as budgets are amended during the year; support development of strategic sourcing approaches; and communicate strategic/central buying categories to stakeholders. 7. Building and maintaining successful working relationships with suppliers; Negotiate and implement contracts / agreements that deliver competitive advantage with legal safeguards for key suppliers. 8. Responsible for fleet management including developing vehicle plans for fuel and maintenance requirements and costing. 9. Develop and implement flexible and responsive supply chain management system for monitoring and tracking costs as well as maintaining up-to-date inventory of goods. 10. Implement effective procurement process for non-critical items; implement identified process improvements; and communicate processes to key stakeholders (Transactional buying). 11. Manage day-to-day cross functional interactions and relationship with Programmes, Finance and other departments to facilitate improvements in knowledge sharing and communication. 12. Under the supervision of the AM, carry out systematic and procedural disposal of assets and inventory items in line with the AAH South Sudan disposal of assets policy. Qualifications Bachelor’s degree in any of the following fields: Commerce, Procurement and Logistics Management; Stores Management and/or a related field of study. Chartered Institute of Purchasing and Supplies qualification is an added advantage. At least 2 – 5 years’ experience in procurement and management position. Skills and Competence Ability to lead and develop team members’ skills. Must have purchasing know-how and mastery in the 7-Step Sourcing Process. Highly experienced in negotiation strategies and tactics. Experience in performance management and benefits tracking. Ability to drive strong relationships with suppliers. Specific knowledge of local legal positions for contracts Ability to explain complex supply chain concepts in simple terms to a diverse client team (senior executives and procurement professionals). Strong understanding of supply chain management. Strong communication skills with suppliers and internal customers. Ability to articulate, discuss and present performance improvement ideas and sourcing strategies. Strong Project management skills. Ability to travel widely to attend workshops or training from time to time to build capability of the national supply chain function by delivering Supply Chain training at the Programmes and the targeted communities. Proficiency in English and regionally used language(s) Technical skills in computing and using standard software (Excel, Word, PowerPoint, Access and Internet).
