Something I find interesting… ¿Why has no one asked “¿Who is permitted to carry, and under what conditions?” To forestall the guessing game: ALL legal, law abiding residents. This includes: 1. Natral Born Citizens; 2. Naturalized Citizens; 3. Resident Aliens, INCLUDING- 3A: Guest Workers/Students 3B: Tourists 3C: Aslylum Recipients 3D: Refugees 1. Surely no explanation is required here. 2. They are foreign born, but now they ARE US citizens. That’s it. 3. This is where things get interesting: These are people who are here with the intention to return to their homelands at some point. Categories A and B probably intend to stay a long time, but in either case certainly had time to prepare for their departure from “there” and arrival “here.” C and D, on the other hand, may not have had time to prepare- Certainly, not proper preparation. And yet, under #mandatorycarry, they too might be held to the same standard as any other resident of the US. I could entertain the idea that 3C and D are exempt outright, if it werent for the fact that this would then MAKE them targets for the predators in society; They would be specifically targeted for abuse, and sadly mostly by their fellow natives who speak fluent English, and can therefore bullshit their way past police. 3B includes a large number of people, from every part of the world, who will have to face their OWN government at some point, and probably very soon. If said nation has banned guns in the hands of the people and seeks a heavy handed response, they ‘may’ incarcerate these people upon return. (China comes to mind.) But then the dilemma becomes as in 3C and D; With fewer resources to seek help versus citizens, they’re basically sitting ducks. They may speak fluent English, but the perception that as a Chinese or whatever they wont be armed, will have SOME money/valuables, and are a LONG way from home will provide some with sufficient incentive to target them, if only as a target of pure opportunity.
