Student forgotten in prison cell and forced to drink own urine settles with DEA Daniel Chong, the California college student left handcuffed in a federal holding cell without food or water for four days, has agreed to a $4.1 million settlement with the US Drug Enforcement Administration. Chong was detained in an April 2012 drug raid in San Diego before being forgotten and eventually forced to drink his own urine in the cell. Chong was not suspected in any drug activity, yet four and a half days after the raid he was still alone in the 5-foot by 10-foot holding cell with his hands cuffed behind his back. Doctors later said he was suffering from severe dehydration, muscle deterioration, hallucinations, liver and kidney failure and extremely high levels of sodium, his attorney said.
