Stung by ‘ fraud’, PMSSS students take to streets Government, NGOs Responsible For Marring Our Career’ GK News Network Srinagar, Sep 5: The Government of India’s Rs 1200 crore Special Scholarship Program for supporting students from J& K for higher studies in outside States is falling apart. On Thursday scores of students who were “ thrown out” by different outside colleges under the program due to non- payment of tution fee and hostel fee took to the roads here to protest against the State government and Union Ministry for Human Resource Development for maintain criminal silence on their plight. The students also accused the NGOs who had managed the admission of the students in these colleges for different academic and professional courses. “ We were categorically told by the college authorities to leave since they did not get the money from the MHRD Ministry,” said a student of Rawal Institute at Faridabad. Shouting slogans against the NGOs and government the students from different colleges said their career was at stake. In 2011, Prime Minister Manmohan Singh announced the Rs 1,200 crore program for the students of Kashmir to study in different colleges across India. A panel led by Chairman Prime Minister’s Economic Advisory Council, Dr C Rangarajan, constituted in 2010 for recommending enhancing job opportunities in unemployment- ridden J& K, had suggested that State should be given 5,000 free scholarships annually for five years beginning 2011- 12, varying from Rs 30,000 to Rs 3 lakh per annum for the students. The scheme was made applicable for courses in all Government Colleges/ Universities, Engineering Institutions, Medical Colleges and some select private institutions to be identified by Government of India. “ Out of the 5000 scholarships per annum, 4500 scholarships ( 90%) could be for general degree courses, 250 for engineering ( 5%) and 250 for medical studies ( 5%). These scholarships would not only cover, subject to a normative ceiling, the full tuition fee but also hostel fee, cost of books and other incidentals. A possible annual normative ceiling for program fee could be Rs 30,000 for general degree courses, Rs 1.25 lakhs for engineering and Rs 3.0 lakhs for medical studies. The hostel fee and other incidentals could be capped at Rs 1.0 lakh per annum,” the experts group recommended. “ The callousness of the Government of India and the state government has put our career at risk,” the students said. They criticized the NGOs for luring the gullible students for commission. “ They are working for their own monetary interests. Nobody from the state or government of India is making them accountable,” the students said. Reports said some angry students who were also asked by authorities of a college outside state to vacate, attacked the office of an NGO here.
