Those who smoke it will grow it as many do now and the plants produce the seed so how do you regulate it, control it, how can you tax it? YOU CANT THAT IS WHY IT IS ILLEGAL!!!!!!! Kathleen Wynne already put into effect a increase in hydro rates up to 42% over the now 4 years. If marijuana becomes legal it will jack up hydro consumption, is this coincidence or normal inflation?
