The City has received questions from some residents about the security of the Xpress Bill Pay system after experiencing issues with credit or debit card fraud. We have contacted Xpress Bill Pay regarding the concerns. They provided us with a PCI compliance report that shows they are complaint with requirements designed to ensure that all companies that process, store or transmit credit card information maintain a secure environment. However, because of the concerns, Xpress Bill Pay has told us they are having a complete forensic analysis done on their system. They will let us know the result of this analysis, and we will post a notice about the result on the Bill Pay tab of the City website. City employees do not have access to credit card information via Xpress Bill-Pay. The information is encrypted and only the last 4 digits of credit card numbers entered into Xpress Bill-Pay are actually visible to employees of the city. This is in place for identification purposes only. We understand it is a frustrating and scary thing to have personal information stolen, and we are sorry if you have experienced this. There are several ways card information can be compromised and unfortunately this is becoming more common.
