The City of Brandon has declared a state of emergency due to widespread overland flooding, according to a release on the city’s website. Declaring a state of emergency gives the city some additional powers to deal with the flooding, the release stated. A State of Local Emergency allows the City to be in the best position to be able to manage the impact of the recent rainfall and any future precipitation, the release stated. Overland flooding, fallen debris from trees and drainage issues have all been the result of the flooding, the release stated. The state of emergency will be in effect until July 28, unless the city council decides to extend it. High winds, combined with heavy rain, from a storm that has been buffeting large parts of southern Manitoba are the reason for the flooding. Environment Canada estimated 106 mm of rain had fallen from Friday to Sunday morning, and the rain continued into Sunday. The main road into Brandon Airport has also flooded, causing the cancellation of the daily flight from and to Calgary. The city is cautioning people to stay away from the Assiniboine River, and reminding people to photograph and document details of damage to their homes, for insurance purposes. Any sewer back-ups should be reported to Brandon’s Public Works Department at 204-729-2285, and any downed power lines should be called in to Manitoba Hydro at 1-888-MBHYDRO
