The Indigenous Peoples Rights Act (IPRA) of 1997 was upheld by the Supreme Court in a 7-7 TIE as constitutional in December 2000. As a result of this law, there is an Official List of Indigenous Peoples of the Philippines who are endowed with ancestral rights, lands and domains. But the following are NOT INDIGENOUS peoples of the Philippines by law: Tagalogs, Pampangos, Ilocanos, Bicolanos, all Visayan tribes, in fact no CATHOLICIZED ethnic group is considered an Indigenous People of the Philippines, and no IP is a Catholicized tribe.
