The Issue of Referendum Based on Devolution It is good to note biologically different animals will have different gestation period that of a cat is 65 days, a cow 9 months, a whale can take up to 19 months, an elephant is 24 months and a shark can take up to 42 months. What about that of devolution which is bigger than an elephant or a shark? It is common knowledge that when you decide to put on weight you can not eat on the weighing machine checking the effect of the first spoon and the second. You have to give the food time to take effect. When this principle is very simple, the opposition backed by some Governors and Senators are blaming the central government on what they first of all do not understand. I urge them to learn how other countries introduced and achieved devolution. When we ask the president to honor the Constitution and we gauge him based on some people’s wishes, then I personally (as Macharia Wa Arthur) think we are not fair. It is very clear in the constitution what portion is supposed to go to the county governments and what should remain in the central Government and the president has given that to them. Now instead of them working with that and show the results and then say we would have done much better if only the portion was bigger they are making noise and telling every body how little the amount is. In the Bible making reference to the book of Mathew 25:14 reading through, there is a parable of the talents, the person who was given more gave the results but the one who was given less gave reasons and excuses and this also applies to our devolution. Some Governors and Senators are giving us the reasons why they will not perform since they already know they cannot perform in this job. The “Agents of “devil-ution” are busy making noise while the president, his deputy and the other Implementers of devolution are busy working. Looking at the situation on the ground you can agree with me on this. Why is the noise coming from only the people who have no track record on performance i.e. the former Prime Minister or the Prime Minister whichever he likes it means the same thing, someone who has been in the government for 5 years as the prime minister and has nothing to show, only mere words while his co-principle the retired president Kibaki has more than enough to show, though he was very quite for all that time and some Governors and senators who have nothing to show in their previous assignments. When I hear the likes of H.E. Joho, H.E. Kidero, H.E. Mwangi wa Iria and H.E. Kabogo are quite I am quite sure work is taking place, just give them time and the results will be practically visible. Then some people will start to talk about pre-colonial injustices on land. So I would want to urge the president, his deputy and the lest of the Implementers of devolution from a famous quote “Let the person doing it not be interrupted by the one who believes it cannot be done” And I dare the Agents of Devil-ution to bring the referendum because as Kenyan’s we are wiser than we were 10 years ago.
