The Maldivian government has a severe shortage of doctors and other trained medical workers, so it would import doctors but would not train ones of its own or even sponsor medical students in the final year so that they could come and join the hospitals to relieve the pressure from the shortage which, in the long run, would replace their foreign colleagues. Is this good policy? If not this is a bad government.
