The Saint Paul Winter Carnival kicks off this Thursday, January 22 with the Moon Glow Pedestrian Parade in downtown Saint Paul. The festivities start at 5:15 p.m. with the parade starting at 6 p.m. The public is welcome to join festival organizers and ambassadors, along with neighbors, local business leaders, the Saint Paul Bouncing Team and dignitaries on a cool winter walk from the Saint Paul Area Chamber of Commerce offices (401 Robert Street) to Rice Park.
