The constitutional experts say the parliament only has the highst powers in India. The parliamentary experts say the parliament only has the highst powers. The law experts say the parliament only has the highst powers. The election commission experts say the parliament only has the highst powers. Yes, I/we do accept the fact or truth. But , unfortunately, most of the members, because of several loop holes in the election system in India, are electing through money power, musile power, malpractice power and pittyness & poverty ness votes irrespective of their scams and offences etc., Generally, when the elections are coming to near, the leaders of different parties will focus on the loop holes and weak points of the people viz., Poor ness, Farmers problems,corruption, illiteracy, illness, regions, religions, castes, innocence, cini glammer and other natural or artificial problems etc to get more advantage of votes in elections and they give rosy promises as they wish, to come to the power at hook and cook. The central gov.ment and political parties together may spent either directly or indirectly for every 5 years , more than Rs.5,000 crores for General Elections. I strongly believe, if the President ,Parliament , Honorable courts and Election commission implement the following political reforms, before the elections by passing necessary bills, definitely, increased the value of elections , INDIA will become no.1 Un-corrupted country in the world and all the people will live healthy, wealthy,happily and freedomly. To make justification to the highst power of the parliament, it most esssential to impliment the following points in the election system. I belive all the experts and medhavi people will try to force to impliment in the forth coming elections. 1. Parties/Independents have to file their promises what they are giving to the public at the time of road shows and meetings, in the form of affidavit(manifesto) during nomination and it should be released to the public. After forming the movement, if they can’t fulfill their promises or at least can’t start with in 90 days from the date of formation or if they rule fraudulently, must desolve the gov.ment and give the chance to the next majority party and so on. Election commission and the Voters should have the rights to call back the gov.ment. 2. candidates must declare their assets ( including binami assets) and names and addresses of family members and kith & kin. 3. candidates should be clean and faire from all Laws & Acts. and must have atleast one year political experience as a political worker. 4. There should be one button like other contesters to cast a negative votes, when all the contesters are not suitable to elect and to become a part of the gov.ment or sit in the oppositin parties. OR There sholud be one more button in the “AVM” for each candidate for negative votes.If they are all involved in offence or un-social elements or fraudulently ruled earlier,voters may cast negative votes. So that all the voters will entertain their valuable votes. 5. Parties should not demand and accept any huge amount of cash , cheques or drafts or any other means from the public or corporates or trusts except reg. fee Re 1 to Rs.25. Here only corruption is being started. People, corporates and trusts can send their funds through cheques, drafts to the “central election fund” under control of central election commission. And election commission will distribute the funds to the registered parties as specified limits. Candidates also can spend their own money subject to limit of maximum expenditure as decided by the election commission. 6. Once the candidates elected by the voters, he/she should not change in to the other party. If he/she desires, must resign and may contest freshly after 5 years or next elections as the case may be. Independents may give support to the other parties at the interest of mass people. 7. Candidates should contest from only one place and with in state. In one area he/she has defeated means , that he/she lost faith in the public. Hence must not contest from two places. 8. Parties should not threaten and should not attract the voters by proposing cash or any other means etc. 9. candidates should be healthy and maximum age limit should be 75 and minimum25. Education qualification must be at least degree. Further, Candidates should not be permitted to contest as MP/MLA/MLC more than 2 terms of elections. 10. Must pass the “Jan Lokpal” Bill. It cosists of CBI,CID,ACB. Intilligence Lokayukta and ombudsman etc., and all the Indian people who are elected by the people directly, must come under the “Jan Lokpal Act” limits. 11.Gov.ment employees should not contest in the elections till 5 years from the date of their resignation or retirement or termination. 12.Once the opposition parties loose the confidence on the gov. ment, they may demand for “vote of confidence”. Hence , any parties should not pass “VIP”s at any “no confidence Motions ” of chiefministers, Speakers, Prime minister and President etc,. So that that the leaders will have the fear and they will work for people more efficiently without any frauds and corruption. 13. Once the candidates resigned with their personal egos and challenges etc., they must not be allowed for the elections for next5 years or next elections which ever is higher. 14. Must not entertain to gain pitiness votes on death of family leaders, which will destroy the interest of the people for next 5 years and also efficient candidates will loose the choice. 15. Indiais a democratic and a secular state. All type of religions, castes, have the equal rights to live. Hence , elections should be conducted based on “Rich and Poor” only. But not religions, casts,community and regions. 16. candidates should be declared as elected, when he/she got more than 50 % votes, out of total poled votes only. 17. All types of Charitable Trusts, Foundations, Associates,Institutions, Machineries, Eye banks, Blood banks, Kidneys bank , Prime minister relief fund or any other relief funds etc., whatever name it may be called, must be registered under the companies act,1956. Books of accounts to be audited (source of income and expenditure) transparently and controlled by the ROC, RBI, CLB, SEBI AND FEMA. All the incomes must be taxed as per the Income tax act,1961 @30% plus sc plusEd.cess. Further, trusts, peace missions etc., which are started with the foreignresources with the only intention to develop a particular religion or cast to be banned. So that the block money, corruption, in justified and un social activities can be controlled. 18. Security and body guards may be removed to the people who are elected by the people with the great expectations. So that the elected people will have some fear to serve the people at least as per their commitment and ajenda. 19.After declaring the election code by the Electioncommission, any gov.ment should not enjoy gov.ment facilities and should not issue any fresh G.O.s to attract the voters or tofavor the near & dear. 20.Any Members of Rajya sabha and members of legislative Councils should not be nominated and recommended by any party, since they are also taking salaries and also participating in passing the important bills and constitutional amendments. Hence, They must be elected by the educated degree holders of the respective constitutions only. 21. The police “system” should be an independent body and it shouldbe under control of respective courts, to protect all the people and public & private assets, without any favoritism and nepotism. 22.Election commission must be strict not only at election time. Butalso it should be strict through out the term period about their false promises and non follow of code of conduct, if any. 23.Without education, political and administrative experience severalartists are contesting in elections ,directly to have the legislature powers, since there is a great chance to attract the youth voters with their glammer and fancy. To protect the interests of the mass till next 5 years and to control the glammer and fancy of artists , it is must to ban all the cinemas and serials in TVs and theaters etc., of contesting artists and canvassing artists, after declaring election code. 24.Candidates those who have more than 10 crore assets must be disqualified for contesting in any elections. So that the poor may get a chance to contest in elections. However age limits and education limits already given. 25.It seems , about Rs. 72 lakh 80 thousand crore Indian money is in SWISS Bank and other banks. So far no one has declared in the election affidavits as that they have deposits in Swiss bank or any other Banks or in Binami Assets. Hence the most of the amount will be block money only. We must recover total Indian block money and first pay back the Indian interest carring loans and the rest of the amount to be used for education, health, shelter infrastructure, employment generation, human and natural resources development and make all the people financially sound and equal. 26.Once the candidates declared as a default by the any court of India and even the case is pending with the court or sent into jail for more than 1 year because of different Scams, any type of offences etc., or those who filed IP in any court etc., must be disqualified. Besides to that his wife, mother, son daughter are also to be disqualified for contest for any position viz., MLA. MLC, MP and MR etc., because they also enjoyed with the scamed money. The Law only restrict the people neither to contest nor to elect. 27.Today we have many communication medias and fecilities to pass on infomation to the president and other higher officials with in minuts and law and order, to protect the people . Hence we do not require governers system in India. In turn, we can save the expenditure in crores of rupees. 28.Reservations must be regularised to the poor till they become educated and self relianced, irresspective of their relegions,regions and casts. No one is a God’s son or daughter to enjoy all the Gov.ment social welfare benefits/ employment benefits till their life end.
