The curious thing is that before the fall of the soviet system Western Berlin was an excalve surrounded all around by the Eastern German territory. The fall of the Berlin Wall makes a perfect illustration model for the mechanics of socio-cultural change. Actually the guys breaking the wall in their rush towards freedom were breaking the wall not between them and the outer world but the wall surrounding an enclosed exclave inside the big system. And that is what really happens - the new true life is always born inside the old system and has to struggle for survival against natural mechanisms of stabilization and conservation immanent to any system. And if the new life survives and manages to make a sustainable complete cultural body inside the old system inspite of its constant pressure, one day outer mass will break into its borders and co-opt it into the general structure. That is how progress works in both science and culture. And that is why the struggle for social change should be focused not on taking over the ineffective mechanisms of existing system which can not be really transformed into something new but on creating new actual forms of communication and sustainment vital enough to survive and form the exclaves which will effect the whole system when the wall falls and replace the old machinery in the future.
