The following proposals were approved and sanctioned by the Cabinet which met at Samman Bhawan on 18th October,2014. FOOD SECURITY AND AGRICULTUTE DEVELOPMENT DEPARTMENT 1. The proposal seeking approval and sanction of the following with regard to implementation of Rastriya Krishi Vikas Yojana (RKVY) projects for the year 2014-15: I. Approval of shelves of projects 2014-15 at total cost of Rs.1947.26 lakhs. II. Sanction of Rs.1148.00 lakhs to meet up the expenditure of various RKVY projects (pending & new) on priority basis. III. COMMERCE AND INDUSTRIES DEPARTMENT 2. The proposal seeking enblock approval and sanction of Rs.492.00 lakhs at 90:10 sharing pattern and approval also solicited to place the funds at the disposal of the Sikkim Handicrafts and Handloom Development Corporation for the execution of the project. 3. The proposal seeking approval and sanction of Rs.40 lakhs only to be released to the Government Food Preservative Factory, Singtam in two instalments. DEPARTMENT OF ECONOMICS, STATISTICS, MONITORING & EVALUATION 4. The proposal fro according approval of the Detail Expenditure Plan for the grant for Improvement of Statistical System in State as per 13th Finance Commission at an estimated cost of Rs.400 lakhs. The proposal seeking approval and sanction of Rs.1.00 crore for computerization project entitled “End to End computerization of Supply Chain Management of TDPS”. HEALTH CARE, HUMAN SERVICES & FAMILY WELFARE DEPARTMENT 6. The proposal seeking approval for empanelment of following Hospitals for treatment of patients referred outside the state: I. Medica Super Speciality, Kolkata II. Saroj Gupta Cancer Centre and Research Institute, Thakurpurkur III. Neotia Getwel Healthcare Centre, Siliguri IV. Nightingale Hospital, Kolkata V. The proposal for according revised administrative approval of Rs.269.00 lakhs with an additional financial sanction of Rs.169 lakhs only for the construction of Alternate Dispute Redressal Centre at Sichey. TRANSPORT DEPARTMENT 9. The proposal seeking approval to change the colour scheme of the Local Taxi and Contract Carriages by effecting an amendment to sub-rule (1) of Rule 224 of the Sikkim Motor Vehicles Rules 1991. HUMAN RESOURCE DEVELOPMENT DEPARTMENT 10. The proposal for according approval and sanction with regards to following schemes under BADP at total estimated cost of Rs.95.00 lakhs for construction of auditorium, construction & extension of play ground at Ribdi Secondary School, and construction of 4 roomed School Building at Salamdang Pry School. 11. The proposal seeking approval and sanction of Rs.3465197.00 for the payment of land compensation and other standing properties acquired for the construction of Public Playground at Padamchey Secondary School, East Sikkim. DEVELOPMENT PLANNING, ECONOMIC REFORMS AND EASTERN COUNCIL AFFAIRS DEPARTMENT 12. The proposal seeking approval to create one regular posts of one Research Officer in the Pay Band of Rs.9300-GP 34800 + Rs.5000 and two Data Entry Operators in the Pay Band of Rs.5200-GP 20000 + Rs.3000 in Development Planning, Economic Reforms & North Eastern Council Affairs Department. DEPARTMENT OF ANIMAL HUSBANDRY, LIVESTOCK, FISHERIES, VETY. SERVICES 13. The proposal seeking approval and sanction of Rs.272.59 lakhs for the implementation of four schemes under BADP in North Sikkim. FINANCE REVENUE AND EXPENDITURE DEPARTMENT 14. The proposal seeking approval and sanction of Rs.6,97,65,879.00 to be released to State Bank of Sikkim as Commission for the financial year 2013-14. DEPARTMENT OF ANIMAL HUSBANDRY, LIVESTOCK, FISHERIES & VETERINARY SERVICES 15. The proposal seeking approval to provide Grant-in Aid of Rs.30 lakhs to Sikkim Anti-Rabies and Animal Health Programme (SARAH) for the implementation of State-wide Anti-Rabies, Animal Health and Animal Welfare Programme for the year 2014-2015. FINANCE REVENUE AND EXPENDITURE DEPARTMENT 16. The proposal resubmitted for according approval of the Review of the Recommendation submitted by the Fourth State Finance Commission. ROADS AND BRIDGES DEPARTMENT 17. The proposal for according revised administrative approval of Rs.1789.06 lakhs with an additional financial sanction of Rs.58.92 lakhs only for the work “Improvement & Widening of Tintek-Dikchu Road (12 km) in East Sikkim”. 18. The proposal for according administrative approval of Rs.374.91 lakhs and financial sanction of Rs.5.63 lakhs only for the work “Upgradation & Extension of Road from Syari Co-operative to Middle Syari School km 1st – 3rd”. ROADS AND BRIDGES DEPARTMENT 20. The proposal for according administrative approval of Rs.1559.71 lakhs and financial sanction of Rs.222.14 lakhs only for the work “Construction of Goskhandara Bridge over Teesta at Singtam, Sikkim” under Non-Lapsable Central Pool of Resource (NLCPR). SOCIAL JUSTICE EMPOWERMENT AND WELFARE DEPARTMENT 21. The proposal seeking approval for establishment of Engineering Cell headed by one Superintending Engineer and supported by two Divisional Engineer, two Assistant Engineer and four Junior Engineer under Social Justice Empowerment and Welfare Department. The proposal seeking approval of the Policy Framework enabling Sikkim Youth to connect with Economic Avenues and Job opportunities for pursuing professional careers and Entrepreneurial endeavours in tune with profile skill set and aptitude of the youth. The proposal for according additional financial sanction of Rs.47.00 lakhs for the construction of Soochna Bhawan, Tadong to be released to Building and Housing Department. HUMAN RESOURCE DEVELOPMENT DEPARTMENT 28. The proposal for according approval and sanction of Rs.36.35 lakhs for the celebration of Teachers’ Day on 5th September, 2014 and Cash Award for State Topper students during 2013-14. RURAL MANAGEMENT AND DEVELOPMENT DEPARTMENT 29. The proposal for according approval of the six (06) numbers of Schemes amounting to Rs.125.62 lakhs sanctioned under Border Area Development Department (BADP) during the financial year 2013-14. PRINTING AND STATIONARY DEPARTMENT 30. The proposal seeking approval and sanction of Rs.25, 67, 250/- plus 1% Cess for the procurement of one Ricoh Colour Production Printer Model Pro C5100S from M/s Ricoh India Ltd., Kolkata. SOCIAL JUSTICE EMPOWERMENT AND WELFARE DEPARTMENT 31. The proposal seeking revised administrative approval of Rs.145.33 lakhs with an additional sanction of Rs.56.61 lakhs for the construction of Tribal Bhawan at Jaubari, South Sikkim under Tribal Sub-Plan. IRRIGATION AND FLOOD CONTROL DEPARTMENT 32. The proposal seeking administrative approval and financial sanction of Rs.140.17 lakhs for providing River Training work at Sevo Chu under Lachung Dzumsa, North Sikkim under Border Area Development Programme (BADP). The proposal for according approval and sanction of 2117.29 lakhs at 90: 10 sharing basis for the construction of 11 KV Heavy Duty Transmission Line from Mangan to Upper Dzongu and Lower Dzongu and Installation of 11/11 KV Control Room at Phidang, Lower Dzongu and Lingza, Upper Dzongu, North Sikkim. 39. The proposal seeking sanction and approval to draw Rs.400.00 as State Share against Part-B of Restructured Accelerated Power Development and Reforms Programme (R-APDRP) works at Gangtok and Upper Tadong. The proposal seeking approval of the Draft Ordinance called “The Sikkim Agricultural, Horticultural Input and Livestock Feed Ordinance, 2014”. This Ordinance is to regulate the import, sale, distribution and use of inorganic agricultural, horticultural inputs and livestock feeds to prevent risk to humans, animals and environment. HEALTH CARE, HUMAN SERVICES AND FAMILY WELFARE DEPARTMENT 43. The proposal seeking approval and sanction of Rs.5998.00 lakhs for the implementation of National Health Mission for the year 2014-15. ENERGY AND POWER DEPARTMENT 44. The proposal seeking approval and sanction of Rs.981.53 lakhs for Modernization and Beautification of Distribution System with Conversion of Overhead Transmission Line into Underground Cable System at Jorethang, South Sikkim. HUMAN RESOURCE DEVELOPMENT DEPARTMENT 45. The proposal seeking sanction and approval to transfer Rs.2.00 crores to Sikkim Industrial Development and Investment Department (SIDICO) for the implementation of Chief Minister’s Comprehensive Education Loan Scheme during the current financial year. 46. The proposal seeking confirmation of approval and sanction of Rs.2936.77 lakhs for the construction of School buildings, Auditorium, Teacher’s Quarters and repairs to various school buildings under HCM’S 42 days village Tour (Phase-II). URBAN DEVELOPMENT AND HOUSING DEPARTMENT 47. The proposal for according approval and sanction of Rs.90,95,900.00 for providing Iron Gratings along National Highway from Mintokgang to M.P Golai, Tadong, Gangtok and also to transfer the fund as well as handover the work to the Gangtok Municipal Corporation. The proposal seeking sanction and approval to release 3rd instalment of Rs.35.00 lakhs to Kupup Village Development and Tourism Cooperative Society for Project named Development of Adventure at Kupup (East) under Border Area Development Programme. The proposal for approval of the draft Ordinance Bill “The Sikkim Determination of Lease Bill,2014”. TOURISM AND CIVIL AVIATION DEPARTMENT 57. The proposal for according approval of Revised Detail Project Report (DPR) for Passenger Ropeway at Namchi in South Sikkim” at a total revised cost of Rs.4354.44 lakhs and additional sanction of the State Share to the tune of Rs.1612.02 lakhs. 58.
