The issue of sovereignty as it relates to jurisdiction is a major key to understanding our system of government under the Constitution. In the most common sense of the word, sovereignty is autonomy, freedom from external control. The sovereignty of any government usually extends up to, but not beyond, the borders of its jurisdiction. This jurisdiction defines a specific territorial boundary which separates the external from the internal, the within from the without.
