The places heavily affected is obviously going to be hit with the high waves because there is no other island acting as barrier, philippine gov should have identified these areas before hand and should have done something like making sure people are aware of the potential threat... Bottom line people are not ready and prepared... Government should have invested on training people on emergencies like storm surge or tidal waves and investing on public preparedness, since corrupt politicians will not spend their money on infrastructure like sea walls and something to slow down the wave or divert waves, these places dont even have public broadcast systems to warn people in case of a coming tidal wave, but again i am sure this will just be one of those events that will be forgotten and no lessons learned...
