The quango is funded by gas and electricity companies who effectively pass on the costs to their customers. The CER is responsible for setting prices for semi-state companies such as Bord Gais and most recently, Irish Water, for which it has come under fire from opposition politicians and interest groups. Publishing its decision on pricing earlier in the week, the CER said that it believed measures such as increasing the period when customers will be charged at the unmetered assessed rate from six to nine months would beneift customers. However, the pricing has also been heavily criticised for several measures. These include the reduction of the childrens free water allowance from the proposed figure of 38,000 to 21,000 litres a year and the revelation that the company will not ask people with a medical condition who would qualify for an increased allowance for any proof of illness, instead operating on the honour system.
