The saga of the San Enrique DAP projects isnt over. The other day, I received another email, this time from Atty. Quintin Magsico, with his comments on the fatal defects in the Invitation to Bid posted by the Bids and Awards Committee of the San Enrique LGU. Atty. Magsico is an expert on the government procurement law, having worked as technical staff in the Government Procurement Policy Board (GPPB). He is now a consultant to government institutions and LGUs on procurement. His verdict: the LGU BAC violated several provisions of the Revised Implementing Rules and Regulations of RA 9184. He validated my position on the issue. DBM regional director Alfonso Bedonia had also emailed me a day previously with basically the same comments. I hope that the LGU Bids and Awards Committee doesnt dig a deeper grave for themselves. They should take heed of what happened to eight officials and employees of the Calinog LGU who were dismissed for dishonesty and grave misconduct for their involvement in the fertilizer fund scam.
